Is there a way that I could gain custody of a foster child without adoption?

My boyfriend is in foster care and he gets treated very bad! I no longer live with my father, I have my own apartment. My boyfriend is not yet 18 so he cannot live with me. My father wanted to find a way to just get legal custody of him without having to adopt him. How would this work?

Private guardianship usually won’t be youir first step here because it would require the naturalparents to consent to such a move, and if the goal is return home, the best idea is to call the hotline to report the abuse. Even emotional abuse qualifies as abuse.

Be careful about this because if the bad treatment is not a level of abuse or neglect, criminal penalties follow. These cases are a sticky issue, but, a call to the agency handling the case might raise enough suspicion against the foster parents to warrant their own investigation which will tell them to call the hotline.

My fear is that they will see through this, and if you guys are found to be in a relationship, legal consequences could follw along with him being taken out of there should they place him with you. No easy answer.
